The Retina iPad mini is powered by a 1.3GHz Apple A7 dual-core processor and has a PowerVR G6430 quad-core GPU. The Galaxy Tab Pro 4 8 comes with a 1.2GHz quad-core processor + Adreno 330 GPU.
The Retina iPad mini is available in four variants of unexpandable internal memories: from 16GB to 128GB. The Galaxy Tab 4 8 has only 16GB of internal storage, which is expandable up to 64GB.
The Retina iPad runs on Apple’s iOS 7 (upgradeable to iOS 7.1.1) with 1GB of RAM. It seems that the Galaxy Tab 4 8.0 has a little advantage here, because it comes with 1/5GB of RAM and it runs on the Android 4.4.2 KitKat operating system.
Cameras
The Retina iPad mini has a better primary camera – 5MP (1080p video capture with video stabilization + autofocus), but the secondary camera is of 1.2MP. The Galaxy Tab 4 8 takes photos with a 3.15MP primary camera (720p video capture). The front camera is 1.3MP.
Batteries
The Retina iPad mini has a battery with the capacity of 6471mAh, lasting longer than Galaxy Tab 4 8’s 4450mAh battery.

The Retina iPad mini 16GB WiFi variant is sold on amazon.com at the price of 365 dollars. The Galaxy Tab 4 8 costs 269 dollars.
